Vent susceptible de perturber les activités humaines de façon importante. Des dégâts importants sont à attendre. Les conditions de circulation peuvent être localement difficiles et quelques perturbations peuvent affecter les transports aériens et ferroviaires et maritimes. Quelques dégâts peuvent affecter les réseaux de distribution d'électricité et de téléphone.
